Invest Victoria is the State Government’s investment attraction agency, and invest.vic.gov.au is where a company in Tokyo, Shanghai or Singapore first meets Victoria. The agency had done the research, written the user stories and commissioned the design. It needed a partner to build the site on Squiz Matrix exactly to that design, in English, Japanese and Chinese, to the Department’s standards. Ladoo had already been looking after the site for a year, and won the build.

Everything decided, except the build
This was a build-first brief. Invest Victoria supplied the visual design, the user stories and the finalised content, and asked for a mobile-first site on Squiz Matrix with task-based navigation, reusable components and forms, site search, and templates that work in each of the three languages. The Department set the non-functional bar: WCAG 2.1 AA at handover, valid HTML and CSS, Core Web Vitals, the OWASP Top 10, AGLS metadata, redirects that keep the old URLs alive, and deployment into Department-managed hosting with documentation and training.
The questions the agency asked before awarding the work were the right ones: how would components be made reusable, how would Core Web Vitals be met, how would pages be structured for search and generative engines, how would the build be kept secure. Ladoo answered them in writing and then built the site that way.

What the home page has to carry
The home page brief listed eight things: a hero with a call to action, quick links, a testimonials carousel, a contact route, gateway cards, the key sectors, a success story and the latest news. Ladoo built it in a four-week sprint before the full redevelopment, so the new front door opened early.

Templates and components the team builds with
The proposal listed what the site needed. The change requests during the build added what the team found it wanted once it started publishing: automated source numbering for referenced statistics, a timeline that takes icons or letters, a hero quote, team profiles on randomised brand backgrounds, data cards that fill the row, a sticky left-hand navigation, event registration forms and banner video from a pasted link.

One site, read from Tokyo and Shanghai
The templates were built for three languages from the start. Each page carries the right language attributes and hreflang links, the type and spacing hold up in Japanese and Chinese, and the supplied translations were loaded alongside the English. A visitor who switches language stays on the equivalent page.

Review the design
The supplied Figma files checked for grid, spacing, states and breakpoints before anything was built, with gaps raised early rather than discovered in code.
Build the kit
Templates and components built once in Squiz Matrix as reusable containers, then documented and populated with the supplied content and translations.
Sprint and review
Work in time-boxed sprints with weekly check-ins and a review at the end of each, in a safe edit so the team saw working pages, not mock-ups.
Deploy and support
Deployment into the Department’s hosting with its online services team, documentation and training, a warranty period, and the support pack for what comes next.
The questions we get asked about this project
Did Ladoo design the site?
No. The design, the research and the content were Invest Victoria’s. Ladoo reviewed the design files for buildability, then built the site to them. That is a different job from a redesign, and a common one.
How are the components reusable?
Each is built once with a defined content structure and surfaced to authors in the CMS, so a data card or a timeline is configured, not coded, on any page. New requests become new components the whole site can use.
What about search and discoverability?
Funnelback search on the site, and for search engines: structured data, editable metadata, canonical links with hreflang, SEO-friendly URLs and a redirect map from the old site so nothing that was linked goes missing.
